On October 10, 2019, Toruń councilors consented to the creation of the European Film Center CAMERIMAGE as a joint institution of the State Treasury, the Toruń City Municipality and the Tumult Foundation. In accordance with the content of this resolution, PLN 200 million for the seat of ECFC was to come from the resources of the Toruń City Municipality and PLN 400 million from the state budget.

Toruń councilors adopted a relevant resolution and donated the land for the construction of a new institution. The decision to finance the institution from government funds was to be taken by June 30, 2020. However, due to the COVID-19 pandemic, the Ministry of Culture and National Heritage asked for an extension to September 30.

- The pandemic affects the government's decision to finance the ECFC. Work commenced, relevant documents were prepared, but the decision of the Council of Ministers was postponed. The partner of this undertaking, the Tumult Foundation, has agreed to this – informs Toruń’s President, Michał Zaleski.

During the meeting in June, the councilors were to decide whether they would agree to the changes in the resolution, which would allow the signing of an annex to the contract.

- We all want to implement this project. A year ago, the government decided to co-finance the European Film Center CAMERIMAGE. These three additional months are needed to fulfill all the terms of the contract, admitted Paweł Lewandowski, Undersecretary of State at the Ministry of Culture and National Heritage.

The councilors decided that they consent to the changes in the resolution.
