On December 20, 2017, a letter of intent was signed in Warsaw, expressing a preliminary declaration to create a multifunctional festival and congress center in Toruń, which would become the main venue for the CAMERIMAGE Film Festival, and thus guarantee the permanent return of this event to Toruń.

The letter was signed by three parties: Piotr Gliński, the Deputy Prime Minister and Minister of Culture and National Heritage, Michał Zaleski, the President of Toruń, and Marek Żydowicz,  the president of the Tumult Foundation and the director of CAMERIMAGE Festival.

From the declarations of the the letter’s signatories, we learn, among other things, about the state’s full acceptance of the activities leading to the center’s construction and the initial plans to establish a national cultural institution along with the assessment of the possibility of supporting the entire investment with state and EU funds. The will of the City of Toruń in the construction of the center is expressed, along with a promise to take appropriate steps to achieve this goal, including the preliminary reservation of land for the future construction of the center, located in Toruń's Jordanki area. The declaration of granting the rights to the CAMERIMAGE brand was also taken into account, with the possibility of using it in the official name of the festival and congress center as the future seat of the Festival, implying the will to organize subsequent editions of the Festival in the newly created facility in Toruń. Moreover, the organizer of the Festival announced active participation in the activities promoting the center and raising funds for its construction. The letter also included a provision on the transfer of the existing Camerimage Łódź Center concept, designed by Frank Gehry to the contract for the new center’s architectural design, along with required author's consent to adapt it to the conditions of Toruń’s location.

The signed letter of intent is only a declaration of will of the parties signing it. Detailed commitments will be included in separate documents in the future.
